Overview
As of July 24, 2025, Alberta’s pipeline approval process under the Environmental Protection and Enhancement Act (EPEA) has entered a new era with the implementation of Specified Enactment Direction (SED) 004. This directive replaces guidance dating back to 1988 and 1994, and represents a significant modernization of how Class I pipelines in Alberta’s White Area are planned, assessed, and approved.
SED 004 introduces a more structured, transparent, and digitally integrated process for applications related to pipeline construction and reclamation. It elevates expectations for environmental assessments, consultation, and follow-through on reclamation outcomes, while bringing application processes fully into alignment with the Alberta Energy Regulator’s OneStop system.
For operators, these changes are not just procedural — they directly affect capital planning, project schedules, and environmental liability management. Adapting quickly and effectively will be key to maintaining regulatory certainty and project momentum.

Zac earned a Master of Science in Chemistry from Dalhousie University and began his career as an environmental technician, completing emissions testing across western Canada. He transitioned into a business development role for an environmental laboratory where he further developed his connections within the environmental industry. Since joining 360 EEC in 2021, Zac has familiarized himself with all service offerings, but has focused on environmental planning and permitting as a core area of interest.
