SED 004: Navigating Alberta’s New Pipeline Approval Framework

Overview

As of July 24, 2025, Alberta’s pipeline approval process under the Environmental Protection and Enhancement Act (EPEA) has entered a new era with the implementation of Specified Enactment Direction (SED) 004. This directive replaces guidance dating back to 1988 and 1994, and represents a significant modernization of how Class I pipelines in Alberta’s White Area are planned, assessed, and approved.

SED 004 introduces a more structured, transparent, and digitally integrated process for applications related to pipeline construction and reclamation. It elevates expectations for environmental assessments, consultation, and follow-through on reclamation outcomes, while bringing application processes fully into alignment with the Alberta Energy Regulator’s OneStop system.

For operators, these changes are not just procedural — they directly affect capital planning, project schedules, and environmental liability management. Adapting quickly and effectively will be key to maintaining regulatory certainty and project momentum.

360 EEC’s Role & Experience

At 360 EEC, we’ve been at the forefront of these regulatory changes:

  • Hosting industry engagement sessions during the public consultation phase.
  • Supporting clients with digital submissions and environmental protection planning.
  • Leading construction monitoring and post-construction reclamation assessments under evolving standards.
  • Advising on consultation integration as part of approval pathways.

Most notably, 360 EEC is currently working through one of the first EPEA approvals under SED 004, giving us practical, first-hand insight into regulator expectations and the application of new requirements. This unique experience positions us to help midstream and upstream operators navigate the transition confidently and cost-effectively.
